Extra powder outside of the printed area is a pretty common issue just due to static cling between the film and the powder. If you don't remove those powder flecks they will transfer to your shirt.
Remember, the powder is the adhesive part of the DTF transfer. So if there's cured powder outside your printed transfer area, it's going to stick to your shirt or sweatshirt when you press it. Can you see it here on either side of the white vertical line?
So how do you get rid of that extra powder before pressing?
It's actually SUPER easy. I use a desktop vacuum. And honestly, I don't even turn it on. Just take your desktop vacuum - or any other brush - and lightly brush it over the areas where you see extra powder.
You'll see that powder disappear almost immediately. Any kind of light brushing motion should get it off.
Sometimes the extra powder is hard to see from the top side of the transfer, so I always flip it over onto a dark surface and check from both sides before pressing.
No powder marks on the shirt. No weird adhesive spots. Just a perfect transfer!
